When Your Heat Goes Out and It's Below Freezing in Massachusetts (and How to Decide What to Do First)

When the furnace quits and it's 9 degrees outside, you're running two clocks: how fast the house is cooling and how close your pipes are to bursting. Here's the Massachusetts decision guide: the first 15 minutes, safe versus lethal emergency heat, what landlords legally owe, and which pro to call first.

The 4 A.M. Reality Check

You wake up because the house is wrong. The floor is cold through your socks, the thermostat reads 58 and falling, and outside it's 9 degrees with a wind off the water. Your first thought is that the boiler is dead and this will cost thousands.

Usually, it isn't. A large share of no-heat calls in a Massachusetts cold snap come down to a flipped emergency switch, a dry oil tank, a snow-blocked exhaust vent, or dead thermostat batteries. But that's not the decision you face at 4 a.m. The decision is what order to do things in, because in a deep freeze you're running two clocks at once: how cold the house is getting, and how close your pipes are to bursting.

This is a decision guide, not a repair guide. Here's the order.


Step 1: The First 15 Minutes (Start Here — Always)

Before you call anyone, walk this list. It costs a quarter of an hour and it ends a lot of no-heat nights.

What to check, in order:

  • The thermostat. Set to Heat, setpoint 5 degrees above room temperature, and swap the batteries — cold kills weak batteries, so a marginal thermostat dies on the coldest night of the year.
  • The emergency switch. A red or white switch plate at the top of the basement stairs, usually with a second beside the furnace or boiler. It looks exactly like a light switch. People flip it by accident constantly.
  • The breaker or fuse. Find the one labeled furnace, boiler, or burner and cycle it fully off, then on.
  • Your fuel. On a 275-gallon oil tank, a float gauge reading "1/8" can already sit below the pickup line. On gas, try a stove burner — if it lights, the supply is fine and the problem is the appliance.
  • The reset button. On an oil burner, press the red reset once. Never twice. Each press pumps more unburned oil into a cold combustion chamber, turning a service call into a cleanup.
  • The outside vents. High-efficiency condensing furnaces and boilers vent through two white PVC pipes out a sidewall, often two feet off the ground. Drifted snow, an ice dam off the eave, or a frozen condensate line locks that unit out on safety. Clear a foot of space around both pipes.

That last one is the most under-diagnosed no-heat cause in Massachusetts. Sidewall-vented equipment went into an enormous number of retrofits across Greater Boston and Worcester, and it fails the same way every February.

Skip this whole list if you smell gas, hear hissing near the meter, or a carbon monoxide alarm is sounding. Everyone outside first, then 911 and your gas utility's emergency line. Don't flip switches on the way out.


Step 2: Protect the Pipes While You Wait

A no-heat night is annoying. A burst pipe is a five-figure claim and three months of contractors. Once the calls are made, the pipes are your job.

Water freezes at 32°F, but the practical alarm point for plumbing in unheated space is an outdoor temperature around 20°F. And the pipe doesn't split where the ice is — it splits between the ice plug and a closed faucet, where trapped water has nowhere to expand. That is the entire reason you leave a tap running.

What to do while the house cools:

  • Open a cold and a hot tap at the fixture farthest from where the main enters, to a stream about the width of a pencil lead
  • Open cabinet doors under every sink on an exterior wall, and interior doors, so what heat remains circulates
  • Know your vulnerable runs — unheated crawl spaces, garage ceilings with a bathroom above, cantilevered bays, Cape kneewalls, the back-hall chases in triple-deckers, and fieldstone-basement rim joists
  • Find your main shutoff now, not after water is coming through a ceiling
  • With hot-water baseboard or radiators, the stakes are higher. A dead boiler means the water in the loops can freeze too, and a split baseboard element floods finished rooms, not a closet

If a pipe is already frozen: open the faucet it feeds, then warm it with a hair dryer, working from the faucet back toward the frozen section. Never use a torch or any open flame. Massachusetts fire departments pull structure fires out of walls every winter from exactly that. If you can't reach the pipe, or it's already split, shut the main and call a plumber.


Step 3: Emergency Heat — Safe, Risky, and Lethal

This is where people get hurt, so here it is bluntly.

Never, under any circumstances:

  • Never heat a room with a gas oven or a stovetop burner. An oven is unvented combustion in a closed kitchen — run it for hours and it makes carbon monoxide with nothing to carry it outside
  • Never burn charcoal or a camp stove indoors, including in a garage, breezeway, or enclosed porch
  • Never run a generator in a garage, basement, or near a window — 20 feet from the house, exhaust pointed away
  • Never bring a 20-pound propane tank inside. Under the Massachusetts fire code, LP-gas cylinders bigger than the one-pound camping bottles do not belong in a dwelling, and unvented propane and kerosene heaters are tightly restricted here. Ask your fire department before running one indoors, and never in a bedroom

Reasonably safe, used correctly:

  • Electric space heaters plugged straight into a wall outlet — never a power strip or extension cord — three feet of clearance from bedding and curtains, off when you sleep. A 1,500-watt heater draws 12.5 amps and will trip a 15-amp circuit if you run two
  • A wood stove or fireplace that has been swept and inspected, damper open. If you don't know when the flue was last cleaned, tonight is not the night to find out
  • Close down to one room. Pick the interior room with the fewest exterior walls, shut the doors, blanket the drafty window, and put everyone in it. One room holds heat far better than a whole triple-decker floor

Working carbon monoxide alarms are not optional here. Massachusetts law requires them on every level of a home with fossil-fuel equipment or an attached garage, and within ten feet of every bedroom door. If yours are dead or missing, that's tonight's errand, not next weekend's.


Step 4: If You Rent, This Is Probably Not Your Repair

Massachusetts is unusually specific about heat, and tenants routinely don't know it.

Under the State Sanitary Code, the heating season runs September 16 through June 14, and during it your landlord must provide heat capable of holding at least 68°F from 7:00 a.m. to 11:00 p.m. and at least 64°F overnight — measured five feet off the floor mid-room, not at the draft by the window. The only exception is a written lease saying you pay for heat and control the thermostat, and even then the landlord must keep the equipment working. No heat in the heating season is classified as a condition that may endanger or materially impair health or safety, which is what gives it teeth.

What to do, in order:

  • Notify the landlord in writing — text or email, because it timestamps itself
  • Call your city or town Board of Health or Inspectional Services and ask for an emergency inspection. For conditions ruled an emergency, the board can order the owner to correct it within 24 hours
  • Keep a log — photos of the thermometer, times, and every message sent
  • Don't simply stop paying rent. Real remedies exist, including repair-and-deduct and damages of at least three months' rent for a willful failure to furnish heat, but they carry strict conditions. Call a legal aid office or housing attorney before withholding anything
  • If the problem is financial, the utility winter moratorium runs November 15 through March 15 for protected households, and state fuel assistance has an emergency benefit for a home that's out of oil

Step 5: When to Leave

Leaving isn't failure, it's arithmetic. With the heat off and 20°F outside, a tight insulated house loses roughly half a degree an hour. A drafty 1920s two-family sheds 2 to 3 degrees an hour, which is the difference between a long night and a frozen one.

Go somewhere else tonight if:

  • The house is below 55°F and still dropping, with no confirmed repair before dark
  • Anyone there is an infant, elderly, pregnant, or has a heart or respiratory condition
  • A CO alarm has sounded at any point — that's 911, not a judgment call
  • The power is out too, and your only heat idea is on the "never" list
  • You've had to shut the water main and drain the system

Before you go, shut the main, drain the lowest faucets, leave a couple of taps cracked open, and tell a neighbor. Dialing 2-1-1 in Massachusetts will find open warming centers; local senior centers usually know first.


Which Licensed Pro to Call — and In What Order

Priority matters when everyone in your town is calling the same three numbers.

1. Gas smell or a sounding CO alarm — 911 and the gas utility, from outside, before anything else 2. Water actively leaking or a split pipe — a licensed plumber, and shut the main yourself in the meantime 3. Oil tank empty — your oil dealer, and ask for delivery plus a burner prime and restart; a dry tank pulls air and sludge into the line, and the burner will not simply relight 4. Equipment that won't fire — a licensed HVAC technician; in Massachusetts gas piping requires a licensed gasfitter, and oil burner service requires a technician holding a state oil burner license 5. A boiler that fired but rooms are cold — usually air in the loops or a dead circulator; still a licensed trade, but a morning call

Heating, plumbing, and gas fitting are trades Massachusetts actually licenses, and there is no handyman version of any of them. Anyone offering to open your gas line or swap a burner without a license is telling you something useful about themselves.
